Synergy was producing Event Log Errors due to the SysHRMail Job not being able to run. The source of that issue was resolved by installing Excel on the App Server. App and DB Server are separate. After the completing the above the job was run manually for test.  Changes were made to an account and the job run manually – this produced the following error:
Retrieving the COM class factory for component with CLSID {00024500-0000-0000-C000-000000000046} failed due to the following error: 80070005 Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED)).

It was suggested that changing the COM Permissions in DCOMCNFG for the Microsoft Excel Application might solve the issue.

The test was rerun but the same result.

App Pool was running Local System and test was run as a administrator and as well Excel.exe was set to run as an administrator.

Fix

Note that during the process of fixing this it was decided that the Task on the app server that was running the Job was not set in to run with Highest priveledges – checking that box correct the issue and the job ran successfully.
